In relation to the Government, in 2021 settled investment (chapter 6) rose to €25.3 million, a figure
that represents a significant decline of 24.6% from 2020 which, in turn, had fallen another 25.6%
since 2019. This meant that the figure for investment by the Government in 2021 is the lowest
since 1995. If we add capital transfers (chapter 7 of the budget) which saw an increase in 2021
(to €32.6 million), the total investment effort of the Government rises to almost €58 million, an
amount that represents a decline of 10.7% since 2020. A major part of this investment relates to
the Ministry of Land and Housing, specifically
